The AHJ is whoever has been granted authority to preside over the proper installation of fire systems in that particular jurisdiction. For example, this may be a Fire Marshal, Fire Inspector, Owner of the facility, Building inspectors such as Fire, Mechanical, Electrical, Sprinkler, etc.
